Rental Property
All rental properties located within the Village of River Grove are subject to mandatory registration, inspections, and safety requirements under the Village’s Rental Dwelling Inspection Code. These regulations are established to protect the health and safety of tenants and to ensure that all rental units meet minimum building, life safety, and property maintenance standards.
1. Who Must Register?
These requirements apply to:
- Multi-unit buildings
- Single-family homes that are used as rental properties
- Condominium units that are used as rental properties.
2. Rental Property Registration
All rental properties must be registered with the Village of River Grove Building Department prior to being rented or occupied by a tenant. Property owners are required to:
- Provide current owner and emergency contact information
- Register the rental property address
- Pay all applicable registration and inspection fees

3. Required Inspections
All rental units are subject to periodic inspections as required by Village ordinance:
- Single-family homes and condominium units — once a year
- Multi-family buildings — every two (2) years
Inspections are conducted to verify compliance with:
- Life safety and fire protection standards
- Electrical, plumbing, and mechanical systems
- Sanitary conditions
- Heating, hot water, and other essential utilities
4. Certificate of Occupancy (CO)
A valid Certificate of Occupancy (CO) is required before any rental unit may be legally occupied. The CO verifies that the unit:
- Is safe for occupancy
- Meets all applicable building and safety code requirements
- Has successfully passed the required inspection(s)
5. Access for Inspections
Property owners and/or property managers must provide the Building Department or its authorized representatives reasonable access to the rental unit during normal business hours for inspection purposes, as required by law.
6. Fees – Rental Property Registration & Inspections
All rental properties are subject to registration, inspection, and re-inspection fees as adopted by the Village Board and published in the official Village Fee Schedule. Applicable fees may include:
- Rental Registration Fee (per unit)
- Initial Inspection Fee
- Re-Inspection Fee (if violations are not corrected after the re-inspection)
All required fees must be paid prior to inspection and prior to the issuance of a Certificate of Occupancy, when applicable.

Fees are subject to change by Village ordinance.
7. Violations and Enforcement
If a rental unit fails to meet code requirements:
- The unit may not be legally occupied until all violations are corrected
- The rental registration may be suspended or revoked
- Fines of up to $750 per day per violation may be imposed
8. Short-Term Rentals
The Village of River Grove prohibits short-term rentals of less than 90 days. This includes short-term lodging similar to Airbnb or other vacation rental platforms. Only rental agreements of 90 days or longer are permitted, in full compliance with Village regulations.
